Forced revert: p4 revert -f

There should be a flag -f on the command "p4 revert" that allows reverting another users open files. This should require 'admin' access level in consequence with 'p4 client -f', 'p4 change -f', etc. Forced revert can be achieved e.g. by emulating the other user with 'p4 login' and 'p4 -u -c -H revert' but this is unnecessarily cumbersome and also requires 'super' privileges which should not be needed for 'p4 revert -f'.

    This is available in 2015.1 with 'p4 revert -C <clientname>'.  It only requires 'admin' access and no longer requires you to spoof the user.
