Manage P4d via configuration file.

As the Perforce Daemon command line options (for starting the daemon) grown, it would be nice to be able to do this via a configuration files vs. adding more and more command line options to our /etc/init.d/p4d script. For example you could treat it like p4broker where you could start P4d via 'p4d -C /etc/perforce/p4d.conf' and the content of the file could be like an INI (key, value pairing) [Example conf file] log=/var/log/perforce/p4d.log port=perforce.mydomain.com:1666 root=/usr/local/perforce ssldir=/usr/local/perforce/.certs
